Best line for Rainbow Trout in a Creek?

My roommate and I are looking to catch some steelheads in the creek by our campus. His uncle who is a licensed fishing guide recommended 15lb test line with an 8ft 10-15lb fluorocarbon leader. Everything I have read recommends a 2-8lb line with a 2-8lb fluorocarbon leader. Can I just get a definitive answer from some experienced members?

I would use at least 10 to 12 pound line and leader. Steelhead get pretty large and can fight hard. Why let them break off easily? A small one could break 4 pound line, and you will lose lures to snags on the bottom.

Edit: If you are actually talking about regular trout, 4 to 6 pound line is plenty.
